The great leader Heydar Aliyev made an important stage change by ruling Azerbaijan twice - during the Soviet period and after gaining independence. In both cases, the mobilization of all resources - the historical missions such as mobilization and transformation were successfully accomplished. While Heydar Aliyev reformed the economy of Azerbaijan in accordance with the requirements of the third industrial revolution during the Soviet period, he managed to ensure economic security both by putting the declining economy on the right market tracks and by implementing a successful oil and transport-logistics strategy in the first years of the independence. It is the success of Heydar Aliyev's policy that Azerbaijan's economy responds to the challenges of the fourth industrial revolution in modern times, as well as acting as foundation of national statehood, public welfare and a strong army.
