The article presents the main goal of creating an internationally significant and independent center for education, research and development (CERD) which stimulates innovative activities, global directions of innovative and technological development, negative trends and risks of innovative development, issues of creating a new development model, requirements for model development. Important aspects of the developed model are noted. The article also reflects the expected effects on the creation of the CERD and the stages of its creation.
