The development of the national economy as a complex process is considered as one of the multidimensional approaches in economics. Crises in global conditions, including the financial crisis in 2008, the food and energy crisis in later periods, geopolitical and geoeconomic instability in contemporary period have led to the creation of a number of trends. Within the framework of the development of the national economy, the application of the green economy concept, the promotion of the "green energy" approach, and the implementation of regionalization strategies in order to ensure balanced and sustainable development in socio-economic development are important factors. Taking into account all this, it is possible to see the manifestation of a number of modern imperatives when the state programs and strategies in the socio-economic field implemented in the Republic of Azerbaijan from the years of independence until today are reconciled with their role in the development of the national economy.
