The article focuses on the issues of economic innovation, application of elements of knowledge economy and implementation of measures to update the criteria of economic development, the structure of the non-oil sector, accelerated structural changes and more serious state support to stimulate the development of export-oriented national economies. Expansion of non-oil export areas, strengthening the development of industries, support for national export companies, the introduction of a number of government mechanisms for the development of export and processing industries, strong state support for the ICT sector.
