As a result of the impact of global challenges, the role and importance of the technical regulation system, which is among the modern tools and tools that stimulate economic development, is increasing. The reality is that effective technical regulation provides Gross domestic product - GDP growth in greater volumes than tariff regulation. Taking this into account, the leading developed countries create their own Institute of technical regulation, optimize and develop it. The definitive formation of the Institute of technical regulation in the Republic of Azerbaijan is also a state priority. Despite the creation of the relevant regulatory and legal framework in this direction, it is necessary to move to the stage of preparation of technical regulations, which are a regulatory mechanism in various areas. Based on all these, the article reflects the essence and quality characteristics of the Institute of technical regulation, study of the legislative practice of foreign countries in this sphere, as well as analysis and research on the current state of the institutional system of technical regulation in Azerbaijan, and relevant proposals were put forward.
